Roadmap of the Cultural Teachers Investment Fund;

Risk Management of Major Projects and Protection of Members’ Interests

The Managing Director of the Cultural Teachers Investment Fund, referring to the necessity of organizing complex legal and insurance cases, announced the establishment of strategic and tax advisory councils, stating: “All major decisions of the Fund are guided by meritocracy and the acceleration of the Value Ownership Plan.”

According to the Public Relations and International Affairs Department of the Cultural Teachers Investment Fund, Dr. Ali Ahmadi, on Monday, 27 Mehr 1405, at the meeting of the Fund’s Board of Trustees, outlined his strategic plans for managing the institution and added: “The formation of a Legal Council to organize tax, legal, and expenditure discipline affairs; cost optimization and control; and the submission of written and transparent reports to the respected members of the Cultural Teachers Investment Fund are at the top of our priorities.”

He emphasized the protection of the assets and properties of the esteemed teachers and the enhancement of productivity through an approach focused on exiting traditional business operations, streamlining, and restructuring companies, stating: “Transparency, financial discipline, and precise accountability are our core values in this path.”

Legal Organization, Value Creation, and Completion of the Value Chain

Referring to the systematic organization of activities and major decision-making processes, Ahmadi announced the formation of specialized councils and stated: “Through the establishment of the Legal Council, in addition to organizing long-standing legal cases from previous decades, decision-making processes will be carried out with precision and expert support. The Economic Council will also focus on economic and financial leadership with an approach centered on value creation and exiting traditional business operations.”

Emphasizing that the Fund is by no means in favor of selling assets at distressed prices or raw material exports, he stated: “We aim to maximize value through the completion of the value chain in the Fund’s projects, including the Siraf Petrochemical Project, which requires resolving utility issues and preparing for final commissioning, with risk management and expert partnerships placed on the agenda.”

Financial, Tax, and Insurance Discipline

The Managing Director of the Cultural Teachers Investment Fund, regarding financial and transactional discipline in subsidiary companies, said: “Company contracts must have a clear structure to prevent the accumulation of receivables and prolonged processes.”

He added: “Given the continuous changes in tax regulations and some financial managers’ lack of awareness of legal incentives, we will strive to minimize tax and insurance challenges for companies through the formation of a Tax Advisory Council and supervision over the selection of financial, legal, and audit managers.”

Ahmadi emphasized: “It is clear that the selection of deputy financial officers, legal managers, and audit managers of companies is carried out in accordance with the law; however, these individuals must be evaluated to ensure their efficiency and capability in advancing affairs — a matter that must be pursued with special sensitivity.”

The Managing Director also referred to the challenges in the field of social security insurance and the need for serious attention in this area, stating: “Insurance and audit cases require continuous care and monitoring to prevent the emergence of problems.”

Transition from Traditional Business Operations to Modern Shareholding

Ahmadi also referred to the dissolution of parallel and loss-making companies according to a specific timetable and stated: “Exiting traditional business operations, moving toward modern shareholding, fully establishing corporate governance based on Key Performance Indicators (KPI), and avoiding arbitrary and political appointments are among our most important strategies. In this regard, the Evaluation Center and the Appointments Committee have also been activated.”

Pursuing the Legitimate Demands of Teachers Based on a Documented Roadmap

The Managing Director of the Fund emphasized the documented and roadmap-based pursuit of the legitimate demands of teachers, particularly the Value Ownership Plan, stating: “The Value Ownership Plan, as a major and long-standing demand of the members of the Cultural Teachers Investment Fund, is being pursued seriously and based on documented roadmaps to alleviate the burden on the main beneficiaries of the Fund.”

Meritocracy and Rule of Law

Stressing the avoidance of arbitrary and political appointments and the need to focus on meritocracy, Ahmadi said: “All company contracts, including major contracts, must be concluded within reliable, precise frameworks aligned with transparency standards in order to reduce tax and legal pressures while ensuring administrative and financial integrity.”
